Federal agents arrested an alleged Chinese foreign agent at Los Angeles International Airport on Sunday as she was preparing to leave the United States for Communist China.
Wanying “Heather” Zhang, 34, of Irvine, California, was taken into custody by the FBI at LAX and charged in a federal criminal complaint with acting as an agent of the People’s Republic of China without notifying the U.S. Attorney General.
Federal prosecutor Bill Essayli announced the arrest on Sunday, saying Zhang was caught attempting to depart for China.
“We just arrested a Chinese foreign agent at LAX attempting to depart for China,” Essayli announced on his official X account.
According to Essayli, Zhang allegedly traveled to Seattle in 2025 at the direction of PRC officials and conducted surveillance on a close relative of a Taiwanese government official.

Wanying Zhang, aka “Heather,” 34, of Irvine, was arrested today by @FBILosAngeles on a federal complaint charging her with acting as an unregistered agent of the People’s Republic of China.
According to the affidavit, Zhang traveled to Seattle in 2025 and, at the direction of PRC officials, surveilled a close relative of a Taiwanese government official, sending photos, videos, and license plate information to those officials.
She coordinated the trip with an associate and used tradecraft to avoid detection. She never notified the Attorney General she was acting for a foreign government, a federal offense.
She will appear in federal court in Los Angeles tomorrow for her initial appearance. Defendants are presumed innocent until proven guilty.

According to Essayli, the affidavit says Zhang traveled to Seattle in 2025 at the direction of PRC officials, surveilled a close relative of a Taiwanese government official, and sent photos, videos, and license plate information to those officials.
She coordinated the trip with an associate and used tradecraft to avoid detection. She never notified the Attorney General that she was acting for a foreign government, a federal offense under 18 U.S.C. § 951.
CBS News, citing law enforcement sources and the criminal complaint, identified the alleged target as Ting-Yu Lai, an engineer in his 30s and the son of Taiwanese President Lai Ching-te. Ting-Yu lives in the United States with his wife and a young U.S.-born child.
The complaint, filed by FBI Special Agent Kevin Holt, alleges Zhang and an associate flew from Las Vegas to Seattle on September 1, 2025, rented a black Nissan Rogue, and were captured on a neighbor’s security camera appearing to film the family outside their home.
WeChat messages pulled from Zhang’s iCloud account, according to CBS’s account of the affidavit, include lines such as “I can take care of this thing,” “Saw him. Young male.
It’s that young one,” and “I am videorecording,” followed by two license plate numbers. On August 26, 2025, she allegedly told a handler she would “probably go to Seattle next week.” The handler replied: “Ok. Thank you for your hard work.”
The complaint further alleges Zhang was introduced in June 2025 to a Chinese government official by a classmate from Beijing’s University of International Relations, a school long tied to China’s Ministry of State Security.
She is a licensed California realtor with JC Pacific Capital Inc. Her husband, Edric Ding, a realtor at the same firm, told CBS News: “I don’t know anything yet,” and declined further comment. Zhang was stopped before she could board a flight to Shanghai.
The FBI agent’s affidavit put the stakes in plain language: if the PRC wanted leverage over Taiwan’s president in a future conflict, the location and pictures of close relatives, homes, cars, daily movements, would be useful.
The United States does not maintain formal diplomatic relations with Taiwan but remains its most important international security partner and weapons supplier.
Zhang’s arrest comes amid mounting evidence that Beijing has been running aggressive intelligence, influence, and surveillance operations inside the United States.
The Gateway Pundit previously reported in June that American citizen Thomas Weir Pauken II pleaded guilty to working as an unregistered agent for Communist China after prosecutors said he spent years attempting to infiltrate American political circles at the direction of Chinese intelligence handlers.
Pauken allegedly gathered intelligence on American targets, cultivated potential sources, provided secure communications equipment, and reported information back to handlers connected to China’s Ministry of State Security.
As The Gateway Pundit reported at the time, Pauken admitted to participating in a conspiracy to obtain sensitive information from the U.S. government for Beijing.
And just one month earlier, The Gateway Pundit reported that Arcadia, California, Mayor Eileen Wang resigned after agreeing to plead guilty to charges stemming from allegations that she acted on behalf of the PRC.
Federal authorities said Wang received directions from Chinese officials to publish pro-Beijing material in the United States.
The cases underscore an increasingly serious national-security problem: Communist China is not merely conducting intelligence operations from Beijing.
Federal prosecutors have repeatedly alleged that individuals operating inside the United States have secretly carried out assignments for the Chinese government.
In Zhang’s case, prosecutors allege the operation went directly after the family of the president of Taiwan, on American soil.
Zhang is expected to make her initial appearance in federal court in Los Angeles.
