Processing and storing data is now pushing the frontier of economic development around the world, and huge amounts of capital are flowing into building out the infrastructure to support this big bet on cloud computing and Artificial Intelligence. The race to establish an advantageous position on the digital frontier is driving a major capex boom in the United States and elsewhere, and this wave has now fully arrived in Southeast Asia.
Data centers require substantial land and resources, like electricity and water, and they need reliable connectivity such as access to subsea cable networks. Countries that have land, reasonably well-developed energy and telecommunications infrastructure and friendly regulatory environments are attracting investors and developers looking to ride the data center wave. Affordable inputs, like electricity, can sweeten the deal. It just so happens that many countries in Southeast Asia fit this bill.
Malaysia is leading the pack. Clear policy guidance, well-developed infrastructure and close proximity to land-constrained Singapore are helping fuel a boom in data centers. The Johor-Singapore Special Economic Zone has seen a flurry of activity, but it is part of a broader phenomenon. In the first quarter of 2023, the Department of Statistics recorded a cumulative $11 billion of foreign investment in the information and communication sector, accounting for 5 percent of total foreign investment. By first quarter of 2026, this figure had risen to $32.5 billion, equal to 12 percent of total inbound investment.
And there is no sign of slowing. According to the Malaysian Investment Development Authority, the body that reviews and approves investment projects, between 2021 and the first quarter of 2026, $96 billion worth of data center and cloud computing projects were approved, including $24 billion in the first half of 2026 alone. These are project approvals rather than realized investment, but it gives a sense of the speed and scale at which the data center boom is unfolding across Malaysia.
Indonesia is also seeing an uptick in data center investment. Like Malaysia, some of this is driven by demand from Singapore, particularly in and around the island of Batam. Nongsa Digital Park is a Special Economic Zone that offers eligible projects tax and other fiscal incentives. Combined with Batam’s strong subsea cable connectivity, this has fueled a wave of new data center construction in the area.
There is also a lot of investment activity in and around Jakarta where a number of large industrial scale data centers are being developed by state-backed players such as Telkom, as well as private sector firms and investors. As reported by Antara News, Indonesia’s current data center capacity sits around 580 MW and the plan is to grow it to 1.3 GW in the near-term. Government data shows that investment in information services jumped from $967 million in 2023 to $3.4 billion in 2025 and it looks set to keep climbing.
Thailand is also now rushing to add more data centers, with several large industrial-scale projects in the pipeline. According to the Board of Investment, in 2025 they received $24 billion worth of applications across 151 projects in the digital industry, mainly data centers. Not all of these projects will be approved and become operational, but it again gives a sense of the speed and scale with which this industry is moving. Vietnam is following suit, with local media reporting that the government plans to reach 870 MW of data center capacity by 2030.
The trend is clear: data centers are beginning to pop up all around Southeast Asia, attracting billions of dollars in investment and uncorking a major construction boom. But a bigger, perhaps more fundamental, question is whether demand for digital services can justify these enormous outlays and the resources they will absorb. Investment is pouring into Southeast Asian digital infrastructure, with the expectation that businesses and consumers will spend billions of dollars on cloud computing, AI and other digital services in the years ahead.
This is not unique to Southeast Asia, of course. The same assumption about future demand has been driving eye-popping capex investment in data centers and cloud computing all around the world, raising similar questions. What we can say for sure is that the data center boom has reached the major economies of Southeast Asia. Whether these massive bets on future demand for digital services pays off is anybody’s guess. But considering the amounts of money involved, how this plays out is something we should all be watching very, very closely in the months and years ahead.
