More than a third of the men snared in a Hamilton County, Indiana, child-sex sting are illegal aliens from four different countries, the Department of Homeland Security confirmed, including a Senegalese national the Biden administration caught and released at the border in 2023.
According to Fox News, DHS told the network that 4 of the 11 suspects arrested in the operation, 36 percent, are in the country illegally. Police say the men believed they were chatting online with young girls, then drove to a meet-up for sex. Undercover detectives were waiting.
The Hamilton County Metro Internet Crimes Against Children Task Force, working with officers from Greenwood, Westfield, and Lebanon, ran the three-day undercover chat operation from September 22–24.
Each suspect traveled to the Westfield area expecting to meet a child. All 11 were charged with child solicitation, a Level 4 felony. Several face additional counts.
ICE has lodged detainers on all four illegal aliens. A DHS spokesperson told Fox News the department is calling on Indiana to honor those detainers: “All of their claims will be heard by an immigration judge, and they will receive due process. This administration will not ignore the rule of law.”
Per DHS, the illegal-alien suspects are:
- El Hadji Babacar Ndiaye, 26, of Indianapolis, a Senegalese illegal alien caught and released at the Lukeville, Arizona border by the Biden administration in September 2023. Local charging documents list one count of child solicitation. He is accused of messaging someone he believed was a 15-year-old girl and saying he wanted to have sex with her.
- Lucky Philip Udoudo (also rendered Odoudo in the DHS confirmation), 30, of Carmel, a Nigerian illegal alien who entered as a gotaway at an unknown time and location. He is charged with child solicitation and attempted sexual misconduct with a minor after allegedly arranging to meet a 15-year-old for sex.
- Filomeno Ricardo Flores Marin (booked as Ricardo Flores), 43, of Indianapolis, a Mexican illegal alien who first entered illegally in Arizona in 2002. He faces child solicitation, attempted sexual misconduct with a minor, and attempted dissemination of matter harmful to minors. Local reporting says he sent a nude photo and a sex video to someone he thought was a 14-year-old girl. Court records also show a prior stolen-property arrest; ICE picked him up in Indianapolis on January 18, 2019 while assisting the DEA, then he was released on bond on March 7, 2019.
- David Josue Gomez-Posada, 21, listed as from Texas, a Salvadoran illegal alien who first crossed illegally as a juvenile in 2017. He is charged with child solicitation.
The other seven suspects were not identified by DHS as illegal aliens.

Indiana is not a sanctuary state. DHS is still publicly pressing local authorities to honor the four detainers so these men are transferred to ICE after the criminal cases, not released back into Hamilton County.
