House Republicans are threatening to hold Democratic fundraising giant ActBlue in contempt of Congress after accusing the organization of refusing to turn over hundreds of documents tied to an ongoing investigation into alleged fraudulent and foreign political donations.

The chairmen of the House Judiciary Committee, House Oversight Committee, and House Administration Committee — Jim Jordan of Ohio, Bryan Steil of Wisconsin, and James Comer of Kentucky, respectively — sent a June 18 letter to ActBlue CEO Regina Wallace-Jones warning that the platform’s continued refusal to provide requested records could result in contempt proceedings, according to a House Judiciary Committee press release. The lawmakers argue that ActBlue improperly invoked attorney-client privilege to withhold documents sought by congressional investigators.

The lawmakers rejected what they described as “baseless privilege claims” and demanded that ActBlue turn over the documents by June 26.

The dispute is the latest escalation in a yearslong Republican investigation into whether ActBlue’s donation screening practices allowed fraudulent or foreign contributions to flow into U.S. political campaigns. The letter to Wallace-Jones explains that for over a year, “the Committees have conducted oversight regarding ActBlue’s ‘fundamentally unserious approach to fraud prevention,’ which may allow bad actors — including foreign nationals — to make large-scale fraudulent donations on Democrats’ top fundraising platform.”

The New York Post reported that congressional investigators are specifically seeking documents related to internal complaints, employee resignations and whistleblower allegations involving ActBlue’s legal and compliance operations. Republicans argue the materials could shed light on whether the organization misled Congress about its fraud-prevention safeguards. The threat follows a contentious June 10 House Administration Committee hearing in which Wallace-Jones repeatedly invoked her Fifth Amendment right against self-incrimination. The ActBlue CEO invoked the Fifth Amendment in response to virtually every question posed by Republican lawmakers, including questions concerning ActBlue’s donation verification procedures and whether the organization had provided false information to Congress.

Wallace-Jones has maintained that the investigation is politically motivated. In a June 10 Washington Post op-ed, she argued that invoking the Fifth Amendment was “the only reasonable response” to what she characterized as a partisan effort targeting a Democratic fundraising platform. 

Republicans, however, point to a growing body of evidence they say warrants additional scrutiny. In April, the three committees released an interim staff report alleging that ActBlue weakened certain fraud-prevention measures in 2024 despite concerns about potentially fraudulent transactions and foreign donations. The report also cited internal turmoil within the organization’s legal and compliance departments.

ActBlue remains one of the Democratic Party’s most important fundraising tools. According to the organization, it has raised billions of dollars for Democratic candidates and causes since its founding in 2004.

If ActBlue does not comply with the committees’ demands, House Republicans could move forward with contempt proceedings.
