Christopher M. Carroll Could Face Up to 10 Years in Prison

Christopher M. Carroll confessed to doing the dirty deeds to his coworkers food and personal items.

Carroll, who has no prior criminal history, worked on the fire department’s quick response team, assisting people in mental health crises and those suffering from addiction.

However, after hours, the 36-year-old was secretly filming himself performing s-xual acts and posting the videos to social media.

Detectives began investigating Carroll last November, after fire department employees reported he had contaminated their personal property.

“During the investigation, detectives obtained video evidence depicting and/or suggesting conduct that resulted in individuals unknowingly coming into contact with, or ingesting, Carroll’s bodily fluids,” Police spokesperson Joy Lepola-Stewart said at the time.

Investigators detailed at least three videos that Carroll filmed selfie-style – two from public safety headquarters in Towson and one from a fire station in Pikesville.

In the first video, detectives said Carroll pleasured himself into a container of flavored coffee creamer on a female supervisor’s desk. He then placed the creamer in a communal refrigerator used by several employees.

In the second video, Carroll filmed himself from the waist down, ej-culating onto the same supervisor’s computer keyboard, near where she typically eats breakfast and lunch.

The final video showed Carroll, dressed in his paramedic uniform, with his fly undone and his manhood exposed, walking toward the ice machine inside the Pikesville fire station.

According to investigators, he then urinated into the ice, wiped his manhood on an ice scooper, and then used the scooper to mix his pee into the ice, before diabolically flashing a “thumbs-up” to the camera.

That video was captioned, “They always say, don’t drink the yellow snow ….But I’m just trying to make a slushy!!”

Records show at least 16 fire department employees used ice from that machine that day.

Christopher M. Carroll Tried to Defend His Videos as ‘Art’

At a protection order hearing in late December, Carroll defended himself, claiming the videos were “artistic in nature” and simply “role play.”

On Friday, he agreed to a plea deal with prosecutors that could result in a maximum sentence of 10 years in prison, followed by five years on probation. He had originally been charged with 20 bodily-fluid counts and three counts of property destruction

Baltimore County Circuit Judge Dennis M. Robinson Jr. is scheduled to hear victim impact statements and decide Carroll’s fate on Oct. 13.

The paramedic’s actions forced officials to conduct “hazmat cleaning” across all fire stations and offices.

“We have actively consulted with Baltimore County’s health officer, as well as other experts, and understand that even if these allegations are substantiated, the risk to employees is minimal to none,” Fire Chief Joseph Dixon wrote in an email to staff. “While the science indicates very little risk, the comfort and peace of mind of our team is more valuable.”

At the time of his arrest, Baltimore County Councilman Julian Jones, himself a longtime firefighter, told The Baltimore Banner he was shocked to learn of the accusations.

“It’s called a firehouse because the firefighters basically live there,” Jones said. “You spend a lot of time waiting, and you should feel comfortable that this place is safe, and we need to do anything in our power to make it so.”
