The European Union approved legislation Thursday implementing its trade commitments under a framework agreement with the U.S.

The Council of the European Union announced the adoption of two regulations stripping customs duties on industrial goods from the U.S. and give U.S. seafood and certain agricultural products preferential entry via reduced tariffs and tariff rate quotas. They also extend a pause on barriers against lobster imports. The decision implements commitments outlined in a August 2025 joint statement between Washington and Brussels, the capital of the EU in Belgium, which described the framework as “reciprocal, fair and balanced trade.” The Council made the announcement a week after the European Parliament voted in favor of the legislation, Reuters reported.

According to the August 2025 statement, U.S. agreed to cap tariffs on products from the EU at 15% while the European bloc agreed to terminate tariffs on U.S. goods. The EU commited to significantly increase purchases of U.S. AI technology and defense products, while investing hundreds of billions of dollars into the U.S. economy. The EU also commited to purchasing oil, natural gas and nuclear energy from the U.S. at a contractual value anticipated to reach $750 billion through 2028.

The Council has formally adopted the tariff commitments agreed under the 🇪🇺🇺🇸 joint statement.

The commitments aim to bring stability and predictability to transatlantic trade, while preserving safeguards to protect EU businesses and workers.

The agreement’s implementation comes 11 months follows after the framework aimed at preventing an escalation of tariffs between two of the world’s largest economies was announced. (RELATED: Trump Renews Tariff Fight With European Union)

In May, President Donald Trump took to Truth Social to push the EU to finalize the agreement before July 4. “A promise was made that the EU would deliver their side of the Deal and, as per Agreement, cut their Tariffs to ZERO!” Trump posted. “I agreed to give her until our Country’s 250th Birthday or, unfortunately, their Tariffs would immediately jump to much higher levels.”

The duty-free lobster import extension preserves a deal reached during Trump’s first term in the White House, according to Reuters.

“The adoption completes the legislative process and confirms the EU’s commitment to a stable, predictable and mutually beneficial transatlantic trade relationship,” the Council of the European Union said.

The legislation is set to remain in effect through the end of 2029, according to Reuters. However, the measure includes several safeguard provisions that would allow the European Union to suspend or withdraw its tariff concessions if the U.S. is found to have violated the trade agreement’s terms.

The move represents one of the most significant recent developments in U.S.-EU trade relations and underscores the importance both sides place on maintaining economic ties amid growing competition from other global markets.

Despite this success, trade negotiations with Canada continue to stall. Tensions between Trump and Ontario Premier Doug Ford bubbled up when Ford’s province sponsored ads criticizing tariffs, prompting Trump to end talks in October 2025, according to the Associated Press. Ford also threatened to cut off power to New York, Minnesota and Michigan in March 3035, CNN reported.
