House passes continuing resolution to fund the government until December 4

The House of Representatives voted late Tuesday night to fully fund the government through a short-term continuing resolution until December 4 as another government funding deadline looms.

The House is scheduled to recess on July 24 until August 31. Funding for federal agency programs is set to expire at midnight on September 30.

The bill passed by a vote of 220-205.

Thomas Massie (R-KY) was the only Republican to vote against the bill. Only six Democrats voted in favor.

House Speaker Mike Johnson released a statement following the bill’s passage, slamming the 204 House Democrats for their recent history of record-breaking government shutdowns. “It’s clear they don’t care what kind of pain they inflict on the American people or the hundreds of thousands of federal workers who would be forced to work without pay,” Johnson said, noting that the Democrats “will own the chaos” if the bill fails to pass the Senate.

Full statement below:

House Republicans today took the responsible step of passing a clean, short-term continuing resolution to fund our government through the November elections. Sadly, and predictably, 204 House Democrats voted against this measure. Given that Democrats have already forced the two longest government shutdowns in American history this Congress, it’s clear they don’t care what kind of pain they inflict on the American people or the hundreds of thousands of federal workers who would be forced to work without pay.

While time remains until the end of the fiscal year, Republicans are under no illusions about the Democrat Party’s intentions heading into a consequential midterm election. They apparently believe a painful government shutdown would help them politically. We hope they will come to their senses before the government shuts down, but if they don’t, then Democrats alone will own the chaos that results.

Ahead of the vote, Democratic House leadership announced their intention to vote against the measure, saying it “fails to block funding for Donald Trump’s violent mass deportation machine.”

Full statement below:

Today, House Democratic Whip Katherine Clark, Democratic Leader Hakeem Jeffries, and Caucus Chair Pete Aguilar released the following statement:

The House Republican continuing resolution gives the Trump administration even more power over the federal budget and fails to block funding for Donald Trump’s violent mass deportation machine. Their my-way-or-the-highway approach has consistently failed to address the high cost of living or meet the needs of the American people. This continuing resolution is a premature and desperate attempt by Republicans to abdicate their responsibility to govern while there are still several months left to negotiate a bipartisan agreement. We will be voting No.
Senate Majority Leader John Thune said he plans to bring the bill for a vote before the Senate recesses from August 10 to September 11.

Per Politico:

Senate Majority Leader John Thune said Tuesday that he will put a short-term stopgap bill to fund the government on the floor before the August recess – and warned that Republicans could pursue a party-line spending bill if they can’t reach a deal with Democrats.

Thune, during a weekly press conference, said that Senate Appropriations Chair Susan Collins (R-Maine) was talking with Senate Democrats to try to strike a bipartisan deal on a bill to fund the government until after the November election.

“That is something I intend to bring to the floor for a vote before the August break,” Thune said.

In addition to negotiating with Democrats, Senate Republicans are talking to the White House about spending anomalies the administration wants attached to a funding patch measure. Thune said a Senate stopgap was the “more likely vehicle” because the House’s GOP-crafted stopgap does not include those special spending requests from the White House.
