The communist government of North Korea announced on Monday that it had conducted a “firepower attack drill” featuring missiles, drones, rocket launchers, and artillery — an unusual display of a variety of weapons that it suggested was intended to enhance communication and cooperation in its military.
The Korean Central News Agency (KCNA), North Korea’s flagship state media outlet, reported that dictator Kim Jong-un was not present for the “joint firepower attack drill,” but nonetheless described it as an important moment for the military to test multiple weapons simultaneously and study how they best work together. The timing of the announcement, which was two days after the alleged drill took place, prompted some South Korean observers to suggest Pyongyang was not looking to use the military exercise to antagonize Seoul or the West but that it was potentially a nod toward a brief announcement from President Donald Trump in August saying he would limit planned joint military exercises with South Korea in recognition of the North allegedly not threatening the United States.
In his statement, posted on Truth Social, Trump celebrated his personal relationship with Kim Jong-un and, in contrast, lamented that the government of leftist South Korean President Lee Jae-myung had hesitated to help the United States keep global commerce flowing in the Strait of Hormuz, despite South Korea being heavily dependent on Middle Eastern oil. Kim never responded to the overture directly but his sister, high-ranking North Korean official Kim Jo-jong, did, mocking South Korea for being dependent on Washington for its security while calling her brother’s relationship with Trump “excellent.”
KCNA did not offer any broad political context in its summary of the exercises on Saturday, instead detailing the alleged weapons used and the reason for the activity.
“The drill involved new combat systems such as attack drones of various kinds, tactical cruise missile, large-caliber thermal-pressure multiple rocket launcher and tactical ballistic missile,” KCNA shared. “All strike weapon systems demonstrated the huge destructive power of concentration fire by hitting the targets with 100 percent hit accuracy at a stroke, ensuring the unity and simultaneity of firepower attack.”
The military leaders overseeing the drills said they were necessary to ensure that “the army does what it should do,” as well as for “boost[ing] the militant morale of the soldiers” and improving specialized-weapons experience. KCNA claimed the ultimate goal of military attacks such as those practiced was to “bring down the enemy’s armed forces organizationally and structurally once an order is issued.”
South Korea’s Korea JoongAng Daily observed that the close proximity of the drills to Ulchi Freedom Shield, the annual South Korean-American exercises that Trump limited, suggests the North was attempting to show it could respond to an attack by the armed forces of multiple countries at once. Its experts suggested the North was seeking to “manage” tension with Washington, as it published only a low-profile article describing the exercise and Kim personally did not attend. Its experts also noted that one reason for the drill may have been the introduction of technology either aided in its development by Russia or offered to Pyongyang by the Russian military. Russia and North Korea signed a mutual defense agreement in 2024 that resulted in Kim Jong-un deploying troops to aid the invasion of Ukraine, presumably in return for help with his own military technology.
Noting the presence of thermobaric weapons, JoongAng noted, “with Russian forces having used thermobaric weapons in the war in Ukraine, it is speculated that North Korea may have drawn on Russia’s operational experience and battlefield lessons.”
The South Korean government did not respond to the drills with any warnings, instead on Tuesday announcing that it is open to offering the impoverished communist country humanitarian aid. The South Korean Unification Ministry issued a report showing that Seoul is prepared to immediately deploy emergency medical aid if requested, including medical equipment that South Korea requested a sanctions waiver from the United Nations to deploy. Speaking to the South Korean news agency Yonhap, an unnamed government official said, “It is a ‘ready to go’ approach in which sanctions and funding issues have been addressed in advance so that the assistance can be provided immediately if North Korea agrees to accept the medical equipment.”
The United States has also refrained from commenting on and has largely abstained from any major declarations on North Korea since Trump’s announcement of a reduction in the scope of military exercises in August.
“Based on my very good relationship with Kim Jong Un, of North Korea, I am not happy with the fact that the United States has, long ago, agreed to participate in Joint Military Exercises with South Korea,” Trump declared on Truth Social at the time. “These exercises are not only costly, with much of these costs paid for by the United States of America (as usual!), but send a signal that is totally inappropriate and hostile to a Country that, as long as Donald J. Trump has been President, has been unthreatening and respectful.”
